Groupe URD (Urgence-Rehabilitation-Developpement), Director Engineer in agriculture science and specialised in rural economy, François Grunewald spent 35 years in development, emergency and post disaster rehabilitation projects in Africa, Asia, Central Europe, and Central/Latin America as well as at HQ levels. He worked with NGO, UN and ICRC.

In 1997, he became chairman of Groupe URD (Urgence-Rehabilitation-Developpement). François Grunewald has been, among others, team leader for the of the Post Mitch inter NGO evaluation from 1999 to 2001; of the DFID Darfur UNICEF evaluation in 2004, of the evaluation of the French response to the Tsunami, of the IASC evaluation of the International response to the crisis in the Horn of Africa and of many evaluations after the Haiti earthquake and more recently in Sahel and Mali. He carried out several pieces of work on Ebola in 2014, 2015 and 2016 and on the Syria crisis as team leader of the evaluation of the European humanitarian response. He developed several evaluation tools for real time learning to be used in the immediate post disasters situation, in particular to look at the events taking place during the first month after a disaster. François Grunewald contributed to the UNDAC Review in 2010 and carried out specific research on civil protection capacities, including for the European Commission. He wrote numerous articles and contributed books and specialized publication on humanitarian aid.
