David Fisher

David Fisher is a policy practitioner with expertise in international comparative law related to humanitarian crises. He currently serves as manager of the International Federation of Red Cross and Red Crescent Societies’ (IFRC) Policy and Diplomacy Unit, where he has responsibility for guiding the IFRC’s external representation and advocacy activities as well as internal network policy development and monitoring.   Previously, he led the IFRC’s Disaster Law Programme, supporting National Red Cross and Red Crescent Societies around the world to advise their governments on effective and human-focused disaster risk management laws and policies, as well as undertaking path-breaking research in this under-examined area.
